Berkeley’s sewer lateral certificate, explained
Berkeley requires a Sewer Lateral Certificate before a property sale closes and before building permits for major construction such as remodels. The lateral is the private pipe from your house to the city sewer, so it’s the owner’s job.
- Show the lateral is under 20 years old, or pass a verification test with a City inspector present.
- Per the City’s compliance guide, a certificate lasts 7 years after a passed test or spot repair, and 20 years after a full replacement.
- Can’t finish before closing? The City offers a six-month extension with a $4,500 deposit.

What we see most
Why Berkeley plumbing fails the way it does
Older houses, steep streets and winter storms put the same few systems under stress again and again.
Sewer backups
Many older homes still have clay sewer laterals. Joints open over time and roots find them. A drain that backs up twice in a year is a candidate for a camera, not another round with the snake.
Galvanized water lines
Many Bay Area homes built before 1960 still have original galvanized steel lines. Brown water, falling pressure and repeat leaks at threaded joints are the usual signs.
Aging water heaters
Tanks tend to fail without much warning. Replacing one now means choosing between gas and a heat pump, with a Bay Area rule change on the way.
Gas lines and earthquakes
The Hayward Fault runs through east Berkeley. Many owners add a seismic gas shut-off valve and brace the water heater.
Water heater rule, checked October 24, 2026. The Bay Area Air Quality Management District’s Rule 9-6 sets a zero-NOx standard for new small water heaters starting in 2027. District staff have proposed exemptions and a later date, with a Board hearing on November 4, 2026. Until the Board votes, 2027 is the date on the books. What it means for your water heater
How we work
From first call to finished job
You call, we triage
A few questions separate an emergency from something that can wait, and tell you what to shut off.
We find the cause
For drains and sewers that means a camera, and you see the footage.
Options in writing
Usually a repair option and a replacement option, with prices, before anything starts.
Permits and inspection
We pull the permit when the job needs one and schedule the City of Berkeley inspection.
Photos and an invoice
An itemized invoice with photos, which landlords and sellers need for their records.
Pricing
How much does a plumber cost in Berkeley?
Most Bay Area plumbers quote a flat price for the job, so the number on the quote matters more than an hourly rate. These are typical East Bay ranges you can check a quote against.
| Job | Typical East Bay range |
|---|---|
| Service call or diagnostic fee | $75 to $150 |
| Toilet repair | $100 to $350 |
| Faucet repair or replacement | $100 to $350 |
| Drain cleaning | $150 to $450 |
| Hydro jetting | $300 to $800 |
| Pipe repair | $200 to $1,000 |
| Water heater replacement | $1,000 to $3,500 |
| Whole-house PEX repipe, about 2,000 sq ft | $7,500 to $12,000 or more |
| Heat pump water heater, installed | $5,000 to $7,000; more with a panel upgrade |
Ranges come from published Bay Area cost guides and homeowner reports, checked October 2026; each is sourced on our cost pages. They are not quotes. Nights, weekends and holidays usually cost more, and permit fees are set by the City. See the full Berkeley plumbing cost guide.

FAQ
Berkeley plumbing questions, answered
Do I need a sewer lateral certificate to sell my house in Berkeley?
Generally yes. Berkeley requires a Sewer Lateral Certificate before a sale closes. You can request a six-month extension with a $4,500 deposit, or contract with a licensed plumber to finish within six months. The City’s program office is at PSLProgram@berkeleyca.gov or (510) 981-6423.
Is Berkeley’s sewer lateral program the same as EBMUD’s?
No. Berkeley runs its own Private Sewer Lateral program. EBMUD runs a separate regional program for other East Bay cities, including Oakland and Albany. The triggers and paperwork differ, so check which program your address falls under.
Are gas water heaters being banned in the Bay Area in 2027?
Not banned outright. The Air District’s Rule 9-6 sets a zero-NOx standard for new small water heaters starting in 2027. Staff have proposed exemptions and a later compliance date, with a Board hearing on November 4, 2026. We update this page after the vote.
How much does a plumber cost in Berkeley?
Urban Bay Area plumbers commonly charge $150 or more an hour, and $150 to $250 an hour after hours, but most quote a flat price for the job. A service call typically runs $75 to $150 and is sometimes credited if you hire the plumber. Ask for any quote in writing.
How can I tell if my house has galvanized pipes?
Look at exposed pipe near the water heater or under a sink. Galvanized steel is dull gray, joined with threaded fittings, and a magnet sticks to it. Copper is brown or orange, and a magnet does not stick. Brown water, falling pressure and repeat leaks are other signs.
My drain keeps clogging. Why?
A single clog is often grease, hair or paper. A drain that clogs again and again can mean roots or a cracked joint in an older line. A camera inspection shows which, so you pay for the right fix.
What should I do if a pipe bursts?
Shut off the main water valve. Turn off the water heater at its breaker or gas control. Move valuables, photograph the damage for your insurer, and call (510) 822-3070. If you smell gas, leave the house and call PG&E or 911 from outside first.
How do I check a plumber’s license in California?
Search the plumber’s license number or business name on the Contractors State License Board website, where you can also see any complaint disclosure. A plumbing contractor should hold a C-36 license. Ask for the number before you book.
