Sewer laterals
Do I need a sewer lateral certificate to sell my house in Berkeley?
Generally yes. Berkeley requires a Sewer Lateral Certificate before a sale closes and before building permits for major construction such as remodels. Full guide.
Is Berkeley’s program the same as EBMUD’s?
No. Berkeley runs its own Private Sewer Lateral program. Oakland, Albany and other nearby cities follow EBMUD’s regional program, with different triggers.
How long does a Berkeley sewer lateral certificate last?
Per the City compliance guide, 7 years after a passed test or spot repair, and 20 years after a full replacement.
What if the work is not done before closing?
The City offers a six-month time extension with a $4,500 deposit.
Who pays for the sewer lateral?
The property owner. The private lateral runs from the house to the city sewer and is the owner’s responsibility.
How much does sewer lateral work cost?
Berkeley owners reported $5,000 to $6,000 for a repair in 2023. Length, depth, method and access decide the price. Cost guide.
Water heaters
Are gas water heaters banned in the Bay Area?
No. Existing gas water heaters can stay in service. Air District Rule 9-6 governs new units sold and installed; staff proposed moving the date for most home units to January 1, 2028, and the Board votes November 4, 2026. Rule guide.
How long does a water heater last?
The City of Berkeley says a typical gas storage water heater lasts 10 to 15 years. The U.S. Department of Energy says most tankless units last more than 20 years.
Do I need a permit to replace a water heater in Berkeley?
Plan on one. The City requires plumbing permits for heat pump water heaters, usually with electrical permits, and an inspection before use. State law also requires seismic bracing.
How much does water heater replacement cost?
One San Francisco cost guide puts replacement at about $1,000 to $3,500. Bay Area owners reported $5,000 to $7,000 for an installed heat pump unit in 2026. Cost guide.
Pipes and drains
How can I tell if I have galvanized pipes?
Galvanized steel is dull gray, joined with threaded fittings, and a magnet sticks to it. Copper is brown or orange and is not magnetic. Galvanized guide.
Why is my water brown?
In older homes, corroding galvanized pipe is a common cause. Work on the utility main or a failing water heater can also do it.
Why does my drain keep clogging?
A single clog is often grease, hair or paper. Repeat clogs can mean roots or a cracked joint in an older clay or cast iron line. A camera inspection shows which.
Where is my main water shut-off?
Usually where the water line enters the house, on the street-facing side, in a basement, crawl space, garage or utility closet. Shut-off guide.
Costs and hiring
How much does a plumber cost per hour in the Bay Area?
One cost guide gives a typical San Francisco rate of $130 to $193 an hour. Bay Area homeowners report service call fees of about $75 to $150. Rates guide.
How do I check a plumber’s license?
Search the license number or business name on the Contractors State License Board site. A plumbing contractor holds a C-36 license.
How much deposit can a plumber ask for?
On home improvement contracts the down payment is capped at $1,000 or 10 percent of the price, whichever is less.
How do I avoid being upsold?
Ask to see the problem, get the repair and replacement options in writing, and get a second opinion on large jobs. Upsell guide.
Emergencies and safety
What should I do if a pipe bursts?
Shut off the main water valve, turn off the water heater if the leak is near it, open a low faucet to drain the lines, and call (510) 822-3070.
What if I smell gas?
Leave the house without using switches or phones, and call PG&E or 911 from outside.
Do Berkeley homes need seismic gas shut-off valves?
Berkeley Municipal Code 19.39.120 requires them in certain soft-story buildings with a seismic retrofit permit, and many other owners add one. Gas shut-off valves.
