Water Heater Repair and Replacement in Berkeley, CA

No hot water, a leaking tank, or a heater you know is on borrowed time. Here’s how to decide between repair and replacement, which type fits your house, and what Berkeley and the Bay Area Air District require.

Last reviewed October 15, 2026

Quick answer: If the tank is leaking, replace it. If the tank is sound and a part failed, repair it. In Berkeley a replacement is permitted work, needs proper seismic strapping, and triggers the City’s seismic gas shut-off valve requirement on gas homes. Gas water heaters can still be installed today; the Air District’s zero-NOx rule is up for changes on November 4, 2026.

Repair or replace?

SymptomLikely causeUsually

No hot water, electric unitElement or thermostatRepair
Water pooling under the tankTank corrosion, or a fitting or relief valveReplace if the tank leaks; repair if it’s a fitting
Rusty hot water onlyAnode rod used up, or tank corrosionAnode replacement on a younger tank; replace an old one
Popping or rumblingSediment on the tank bottomFlush; replace if it’s old and inefficient

Check the rating label for the manufacture date and warranty term. A heater well past its warranty that needs a costly repair is usually a candidate for replacement.

The Bay Area gas water heater rule, and the November 4 vote

The Bay Area Air District’s Rule 9-6 currently requires new small water heaters to meet a zero-NOx standard starting in 2027, which in practice means heat pump units. It applies when you replace a water heater; no one has to remove a working one. In July 2026 the District proposed moving the residential date to January 1, 2028 and adding exemptions, including for some low-income owners and homes that would need major electrical upgrades or have serious space limits. The Board is scheduled to consider those changes on November 4, 2026. This page will be updated after the vote.

  • If your gas heater works: nothing is required. Keep it maintained.
  • If it fails before the rule takes effect: a gas replacement is still allowed, with a permit.
  • If you’re planning ahead: check your electrical panel, space and venting now so a heat pump is an option when you need it.

What Berkeley requires on every install

  • Seismic strapping. Per the City bracing handout: at least two sets of straps, the upper one about 9 inches below the top and the lower one about 4 inches above the controls; a third set for 52 to 75-gallon tanks.
  • Garage elevation. Gas units in a garage need the burner, pilot and switches 18 inches above the floor.
  • Flexible connectors. The City strongly recommends code-compliant flexible connectors on water and gas lines so a quake doesn’t snap them.
  • Seismic gas shut-off valve. Berkeley’s code (BMC 19.34.040) requires a motion-activated gas shut-off valve when an existing building gets a plumbing or mechanical permit. Plan for it with a gas heater swap. See seismic gas shut-off valves.
  • Seller certification. When you sell, you must certify in writing that the water heater is braced.

FAQ

Common Questions

Can I still install a gas water heater in Berkeley?

Today, yes, with a permit. The Air District’s Rule 9-6 currently requires new small water heaters to be zero-NOx starting in 2027, and a proposal to delay that to January 2028 with exemptions goes to the Board on November 4, 2026. A working gas heater never has to be removed early.

Should I repair or replace my water heater?

Repair it when the tank is sound and the failed part is a thermocouple, igniter, element, thermostat or valve. Replace it when the tank itself leaks, the heater is past its warranty term on the label, or repairs keep coming. A leaking tank can’t be fixed.

Does a water heater need a permit in Berkeley?

Replacing a water heater is permitted work. The installation has to be approved by the City’s building department, and permitted plumbing work on an existing building also triggers Berkeley’s requirement for a seismic gas shut-off valve.

How should a water heater be strapped in Berkeley?

The City’s bracing handout calls for at least two sets of straps: one about 9 inches below the top of the tank and one about 4 inches above the controls. Heaters from 52 to 75 gallons need a third set at mid-height. Sellers must certify in writing that the heater is braced.

Why does my water heater need to be raised in the garage?

Gas water heaters in garages must have the burner, pilot and switches at least 18 inches above the floor, so fumes from cars or stored fuel near the floor can’t ignite. Most installs use a sturdy platform that’s secured to the floor or wall.

Is a heat pump water heater worth it?

For many Berkeley homes, yes: it’s the type the regional rules are moving toward, and it uses much less energy than electric resistance. The catch is space, air around the unit, and electrical capacity. See heat pump water heaters for what to check.
