Spot repairs on clay and cast-iron laterals
Sewer Line Repair in Berkeley, CA
One bad joint doesn’t always mean a new lateral. Here’s how to tell when a spot repair is the right fix on an old Berkeley sewer line, what the City requires when you repair, and what it typically costs.
Last reviewed October 21, 2026
Quick answer: A spot (point) repair makes sense when a camera shows one or two defects on otherwise sound pipe. If cracks, roots and offsets run the length of the line, go to sewer line replacement instead. In Berkeley, any repair needs a licensed contractor, a City permit and a witnessed verification test. Call (510) 822-3070 to be connected with a licensed local plumber.
Most Berkeley homes drain to the street through a private sewer lateral, often the original clay or cast-iron pipe. Those lines fail at the joints first: roots push in, soil movement offsets a section, or cast iron rusts through at the bottom. Before anyone quotes a repair, get a sewer camera inspection so the decision is based on footage, not a guess. If the line is backed up right now, start with drain cleaning to get it flowing, then scope it.
Spot repair or full replacement?
| What the camera shows | Usual fix | Why |
|---|---|---|
| One cracked or broken section, rest of pipe round and clean | Point repair (dig and replace a section) or a short liner | Fixes the only weak spot for a fraction of the cost |
| Roots at one or two joints | Cut roots, then point repair or spot liner at those joints | Stops the recurring clog at its source |
| Single offset joint near the house or curb | Point repair, often combined with adding a cleanout | The dig is usually short and accessible |
| Roots or cracks at many joints along the run | Full replacement (pipe bursting or trench) | Repairing one joint leaves the next one to fail |
| Belly (sag) holding water | Dig and regrade that section | Lining follows the sag and won’t fix it |
| Collapsed or crushed pipe | Excavate and replace | Nothing can be pulled or lined through it |
| Thin, scaled cast iron along the run | Replacement | Old cast iron rarely holds up to repeated patching |
A good rule: if you’d be paying for two or three separate point repairs, price out full replacement too. Berkeley also rewards full replacement with a longer certificate (see below), which matters if you plan to sell within the next decade.
Berkeley’s sewer lateral rules when you repair
Berkeley runs its own private sewer lateral (PSL) program under Berkeley Municipal Code Chapter 17.24. The City’s PSL page lists choosing to repair or replace your lateral as one of the triggers for getting a Sewer Lateral Certificate of Compliance, alongside selling the home and major remodels. In practice that means a repair is not just a plumbing job; it ends with a City test.
- Licensed contractor and permit. The City says to hire a contractor to apply for a PSL permit, make the fixes and schedule a verification test with a City inspector.
- Who owns which part. The City’s PSL compliance guide says the owner maintains the upper lateral and the City maintains the lower lateral from the street main to the cleanout at or near the curb. If the house connects to a rear-yard main, the entire lateral is private.
- Cleanouts. BMC 17.24.040 requires a City cleanout in the right-of-way and a private cleanout within 30 inches of the building when verification testing is required. Many older Berkeley homes have neither, so budget for them.
- Illegal connections come out. Under BMC 17.24.120, any roof, yard or other non-sanitary drain tied into the lateral must be disconnected as part of compliance.
- Work in the street. The compliance guide says any repair that includes construction in the public right-of-way needs an Engineering permit and a Class A or C-42 contractor; private-side work on a one- or two-family home can be done by a C-36, C-42 or Class B contractor.
How long your certificate lasts
| What was done | Certificate valid for |
|---|---|
| Passed the verification test with no repairs | 7 years |
| Point repairs approved by the City | 7 years |
| Complete replacement of the private lateral | 20 years |

How a sewer spot repair is done
- Clear and scope. The line is cleared if needed, then a camera locates each defect and measures its depth and distance from the cleanout.
- Decide the method. A short open dig and pipe section, a spot liner pulled in from the cleanout, or a mix of both.
- Pull permits. The contractor pulls the PSL permit, plus a Public Works permit if any work is between the curb and the main.
- Repair. The damaged section is cut out and replaced with new pipe and shielded couplings, or lined in place.
- Add cleanouts if missing. Often done at the same time since the yard is already open.
- Verification test. The City inspector witnesses the test; once it passes, the certificate can be issued.
Ask for the before and after camera footage. It’s your proof of what was fixed and it’s useful later when you sell.

FAQ
Common Questions
Can I fix just the broken part of my sewer line?
Often, yes. If a camera inspection shows one cracked joint, one root-filled section or one offset on otherwise sound pipe, a point repair replaces just that section. If the camera shows defects every few feet, a spot repair just moves the problem down the line and full replacement is usually the better spend.
Do I need a City permit to repair my sewer lateral in Berkeley?
Yes. Berkeley requires a licensed contractor to pull a private sewer lateral permit and the finished work has to pass a verification test witnessed by a City inspector. Work in the street or sidewalk area also needs a separate Public Works lateral permit.
Does a spot repair get me a Berkeley sewer lateral certificate?
It can. Under BMC 17.24.130, a lateral that passes the verification test after City-approved repairs gets a certificate valid for 7 years. A complete replacement that passes earns a 20-year certificate.
Who pays to fix the part of the lateral under the street?
The City’s compliance guide says the City maintains the lower lateral, from the sewer main to the cleanout at or near the curb, and the owner is responsible for the upper lateral from that cleanout to the house. If your lateral connects to a rear-yard main, the whole lateral is private.
How much does a sewer spot repair cost?
National cost guides report about $600 to $1,050 for repairing a single broken or cracked section, and $60 to $250 per foot for larger repairs. In Berkeley, add City fees, a cleanout if you don’t have one, and the cost of digging through clay soil, roots or concrete.
Is pipe lining a repair or a replacement?
Lining (CIPP) puts a new resin pipe inside the old one and is used for both point repairs and full-length rehab. It works on cracked but round pipe; it isn’t a fix for collapsed pipe, big offsets or bellies that hold water.
How long does a sewer line repair take?
A single point repair is often a one- or two-day job once the permit is in hand. Scheduling the City inspector for the verification test can add a few days, so build that in if you’re selling.
